Human Concern International (HCI) /Lebanon Names Rabih Yazbeck as Regional Director.
Human Concern International (HCI)/Lebanon has appointed Rabih Yazbeck, formerly Regional Program Officer at the Near East Foundation (NEF), as Regional Director.
Rabih comes to HCI at a time when HCI is significantly expanding the scope of its programs and technical capabilities, particularly in areas of program design and management.
Drawing on nearly nine years of experience in NGO and program implementation and management across a variety of specializations in various Middle Eastern countries, Rabih is well positioned to assure that HCI efforts to improve the lives of targeted people in the Middle East are sustainable, innovative, tailored and appropriate.
Rabih spent three years in Egypt and four years in Jordan assuming a regional position. He played key role in developing and implementing multi-year multi-million dollar development projects such as the Qudorat project and the Poverty Pockets project. Rabih was also involved in the development and fundraising of various programs in the West Bank, Sudan, Morocco and Syria. He also coordinated NEF s relief work in Lebanon and Iraq.
More recently, Rabih played a lead role in obtaining, designing and implementing an innovative multi-year project in Jordan targeting Iraqi refugees and Jordanian hosts -- a cross between emergency assistance and long-term sustainable community development.
Rabih is not new to HCI, as organization and programs. As NEF staff, he contributed to the development and the implementation of various HCI-funded projects in Sudan, the West Bank and Jordan and played key role in developing and coordinating HCI s micro-credit program in Lebanon and relief work in Iraq.
Rabih is well versed in monitoring and evaluation, fundraising, budgeting and financial reporting and proposal and report writing.
Rabih is deeply committed to development work and the team spirit that it calls for. He is personable and agreeable under pressure and exhaustion.

This publication is the result of the educational and cultural project “Support for the Renovation of the Social, Educational and Cultural Services in the Areas Affected by the Conflict of 2006”, realized by the Italian NGO Un Ponte per…(UPP) in cooperation with its local partner, Aid Lebanon and ARCPA/Al Jana, funded by the Italian Cooperation/ROSS Emergency Program.
The project aimed to improve the cultural and social services in South Lebanon, in particular in two cultural centers, in the village of Deir Kanoun el Nahar and Houla: this book contains the result of one of the activities (art workshop for children) realized during the year 2007/2008.
With this publication, Un ponte per… wants to put in the picture the consequences of war on civil population. This was done starting from the personal experiences of young Lebanese people who found, through an artistic and educational path, a way to speak about themselves and about the war, subject always present.
We hope that this publication can also be a support for the many educational activities realized in Italian schools, in the framework of project of peace education and intercultural promotion.

In the frame work of the Save the Children Sweden EU co-funded project “Empowering Local Palestinian NGOs in Lebanon”, we would like to invite you to the 4th Cross Cutting Workshop on “The International Humanitarian Law”.
The International humanitarian law is a set of rules which seek, for humanitarian reasons, to limit the effects of armed conflict. It protects persons who are not or are no longer participating in the hostilities (children for example) and restricts the means and methods of warfare. International humanitarian law is also known as the law of war or the law of armed conflict. It is also part of the international law, which is the body of rules governing relations between States.
The workshop will introduce the International Humanitarian Law which is distinct from the International Human rights Law and the International Child Rights Convention but they are complementary bodies of law. And the workshop will focus also on ways of protection children in situations of armed conflict. The methodology is based on lectures for experts (from universities, unions, International NGOs … see the agenda), exercises and groups work to analyze cases studies from the field.

The Italian organization CTM-Lecce, with two local partners LPHU and PADC are carrying out the project”Supporting disabled people and children affected by the war in South Lebanon” Ross/L06-B2721, as part of the emergency program ROSS launched by the Italian Cooperation due to the 2006 war in Lebanon.
Through the framework of the project we have constructed the Rehabilitation center of the Nabatieh Caza. The Center is offering rehabilitation services that vary from: physiotherapy, occupational therapy, speech therapy and psycho-social assistance.

DRC has republished an updated edition of the 2005 Survey Report on the Situation of Non-ID Palestinian Refugees in Lebanon.
The report features a new chapter providing an updated profile of the non-ID population using statistics from DRC’s legal counseling database and details the impact of the newly adopted official position of the Lebanese Authorities and changes within UNRWA and the PLO with regard to non-ID refugees.

In order to better reflect the needs and objectives of existing and potential partners in this process, Save the Children Sweden invites all interested organisations to send information about projects planned and funding needs for 2008. Kindly use the concept paper form attached herewith.
Projects should address one or both of the following areas:
1) Quality and access to education: projects aimed at influencing governments and other duty-bearers to increase access to and provide quality education for all children, ensuring that education is relevant, child-friendly, respectful and non-discriminatory and/or projects aimed at increasing children’s and young people’s knowledge and exercise of their rights and their influence in their schools.
2) Protection: projects aimed at preventing physical and humiliating punishment of children, child trafficking, gender based violence at home in schools, institutions and other settings; protection of children in armed conflicts and disasters; and access to services, involvement in armed groups and exposure to violence related to conflicts.
Within these two programme areas, projects addressing adult support, including capacity-building of professionals working with children and facilitating the organisation of parents and other adults to improve conditions for children and civil society, in particular strengthening regional and/or national networks and strengthening reporting and monitoring mechanisms are also welcome.
In addition, projects should be implemented using one or more of the following working methods:
-Direct support to Children at risk
-Knowledge dissemination and capacity-building
-Advocacy and awareness raising
-Research and analysis
This is the first of a two-stage process. Concept papers should be submitted by August 15 2007. Save the Children Sweden will then pre-select the projects and provide a response to applicants by September 20 2007. The second stage will consist of developing the full proposal to be submitted by December 1 2007.

The purpose of the 12-day course is to improve the quality of public health assistance available to refugees and displaced persons involved in emergencies by helping participants become well-informed decision-makers and managers of public health policy in complex emergencies.
Participants learn about several different aspects of public health in complex emergencies, such as epidemiology, nutrition, communicable disease, reproductive health, psychosocial issues, ethical issues and environmental health and the relationships among them. The course strives to help practitioners place these public health issues in a context that helps them manage and coordinate their work more effectively. While participants are not expected to become experts in each aspect of public health, they are asked to think about how each affect the way they carry out their work in complex emergencies.
The focus is on sharpening practical, problem-based skills in an interactive group setting. Participants in the course come from NGOs, ministries and other international organizations around the world, lending the course a lively, multicultural, international air.
The course is facilitated by a group of highly experienced public health experts with extensive experience in emergency response.

The Lebanese Physically Handicapped Union in partnership with Handicap International will open Disability Focal Points (DFPs) in Saida, Tyr and Nabatiyeh this week.
The main goal of the DFPs is to provide persons with disabilities and/or injuries affected by the recent conflict with information about rehabilitation services available, to arrange respective referrals and their follow-up to ensure appropriate treatment is received. At the same time the DFPs will be able to provide equipment such as crutches and wheelchairs. Moreover, the DFPs will run community outreach and disability mapping activities through volunteer networks and engage in advocacy action to ensure persons with disabilities are included in the relief activities of international and national NGOs, governmental structures such as municipalities and the UN agencies.

At the same time we would appreciate if we could refer persons identified by the DFPs on to other organisations to enable access to their services. Therefore we will research to what extent the different agencies are in a position to accept referrals from the DFPs, so you might hear from us soon. We shall provide the contact details of all DFPs on this website as soon as these become available.
SDC Regional Office was established in Syria end of 2005. SDC-Damascus provides support to government and non-governmental bodies aiming to design and implement projects and actions that are in line with SDC thematic priorities. These include (i) natural resources management and environment; (ii) governance and reform; (iii) job creation and integration of marginalized groups). SDC operations are implemented in the context of the Mashreq Programme, which covers Syria, Lebanon and Jordan.
In Lebanon, SDC Regional office provides the opportunity to fund small action projects which total amount does not exceed 35.000 US$. The areas of concern are Tyre, Bent Jbeil, Marjeyoun and Nabatyeh Cazas (districts). Therefore, SDC invites NGOs to submit project proposals, which shall fall under the theme of " job creation and income generation". Retained projects are expected to be operational as of January 2nd 2007. The project execution shall range between 6 months and one year duration.
The call is open to formally established Lebanese NGOs that are either based or operational since more than 5 years in the governorates of South Lebanon or Nabatyeh. Qualified NGOs are invited to submit a project proposal concept paper not exceeding two pages with a cover letter to Mrs. Dana Hatouk, Swiss Development Agency and Cooperation, dana.hatouk@eda.admin.ch or fax it to (+963-11) 6133483. The latest day for application is Wednesday, November 15 2006. Only short -listed NGOs will be contacted.
AUB encourages its students to be more involved in the community, and so throughout the academic year, the AUB Community Service Program has AUB Students who are willing to volunteer in their free time with NGO s and helping in community service projects.
In the past AUB students have volunteered in projects concerning the environment, Palestinian camps, the elderly, orphans, animals, democratic elections, handicapped, urban refugees, educational programs, orphans, business transparency, and so on.

Citizen initiative for the establishment of an actor-network concerned with the encouragement of public participation in the reconstruction.
Its objectives are the publication of information regarding the diverse reconstruction projects that are either starting or are about to start, the enhancement of an informed debate, the support of citizen involvement in this process and ultimately the encouragement of participative planning processes within the reconstruction projects.

In the context of the Emergency Site/Community Management training programme, the Ministry of Social Affairs (MoSA) and the Norwegian Refugee Council (NRC) are organizing a Training of Trainers (ToT) on Site/Community Management.
Participants to the ToT have been chosen among the participants of the three core training sessions on Site/Community Management which here held in August 2006 in Beirut. They include representatives of NGOs as well as workers in the Social Development Centers of the Ministry of Social Affairs.
The aim of the ToT is to develop a pool of Lebanese trainers capable of carrying out Site/Community Management training sessions in Lebanon (South Lebanon and other areas where needs are arising). These trainers will be asked to conduct at least one three-day training by pair. The first trainings will be conducted with the support and under the supervision of the NRC.
The ToT will be held in Beirut over two full days Monday 11 and Tuesday 12 September, 2006. The working language of this first ToT will be English.
Grants of maximum 100.000 shall be awarded to Lebanese civil society organizations within the AFKAR II program (funded by the EC) working in the following sectors :
Promotion and Consolidation of civil, political, economic and social rights.
Promotion and Consolidation of dialogue among the different constituents of the Lebanese society.

The Ministry of Social Affairs (MoSA) and the Norwegian Refugee Council (NRC) are organizing three workshops in Site/Community Management, as a part of the Emergency Site/Community Management training programme. The training is funded by the Norwegian Ministry of Foreign Affairs and will be conducted by international experts.
Each training workshop is over three days with around 20 participants. The working language is English and Arabic. Participants are selected among staff/volunteers that are currently involved in management and assistance in the IDP sites or might be involved at a later stage.
The main objective of the workshop is to train staff/volunteers of the national authorities, international/national NGOs and UN agencies involved in Site/Community Management under the current situation, and to reach a common understanding on how Site/Community Management should be carried out in the different locations.
A first session was held from 21-23 Aug with 25 participants.
The second training session is currently taking place from 24-26 Aug with 18 participants.
A third training session will take place from Monday the 28th to Wednesday the 30th of August with 20 participants.
Additional training sessions are planned in other parts of Lebanon at a later stage.
